The history of Pine Knoll Shores really goes back some seventy- five years, when Alice Hoffman, a wealthy, benevolent woman far ahead of her times, returned from Europe and in 1918 purchased a vast amount of acreage on Bogue Banks, formerly known as the Isle of Pines.

The land stretched from Atlantic Beach to Indian Beach, and up until her death in 1953, the majority was undeveloped. Mrs. Hoffman built a house on what is now Oakleaf Drive, facing the sound, and used some of her property for agriculture.

When Alice Hoffman passed away, the 4-3/4-mile, 1400 acres of what is now Pine Knoll Shores was willed to her niece, the wife of General Theodore Roosevelt, Jr. and her four children. The family soon recognized the potential of the area as a model planned community that could be devel- oped, essentially from the ground up, and by 1959 had engaged the prominent engineering firm of Stone & Webster to do a feasibility study. Its recom- mendation was to have the Wilmington firm of Henry Von Oesen & Associates work out a detailed plan for the project.

An engineer was given the task to implement the development stages and with the assistance of a planner who had done much work for the city of Raleigh, drew up working plans, including streets, the canal system and several strategically located public areas.

Several homes were built in the eastern part of town, "Old PKS",

with a lesser amount in the western area. A real estate listing in 1964

described lots in Pine Knoll Shores, a subdivision at the Roosevelt project

on Bogue Banks, in a range of $1150-$1600.

Three motels were built in the early 60's. The first two units of the Atlantis were begun in 1963 while the Seahawk and John Yancey followed in 1964.

In May of 1967, the Roosevelt family saw the need of some restrictive covenants to regulate growth and land uses. Since most of their proper- ties would be sold by the late 60's, they orchestrated the first homeowner group, Pine Knoll Association, for the emerging western part of the town. A year later, the association established a committee to ask for incorpo- ration, but nothing really developed until January, 1972 when a formal plan was nearly completed.

In November of 1972, a homeowner association for the eastern part of the town was formed, known as PIKSCO, an acronym for Pine Knoll Shores Company. Initially, membership “iS not obligatory upon taking title to

property, where membership in Pine Knoll Association was required.
