Transcription: Headquarters of the District of the Cape Fear Wilmington Oct 17th 1861 Brig Genl D. H. Hill Commanding District of the Pamlico Washington No Ca. General On the 18th September last an order was issued to Cadet W. H. Obenchain, Corps of Artillery, C. S. A. then on duty near Washington, to report for duty, as instructor of Artillery to the commanding officer at Fort Fisher and the batteries at Confederate Point. This order was suspended for two weeks from the 28th Sept to enable him to complete certain work in which he was then engaged. He informs me by letter of the 14th ? that he is detained by your order. It is of very great importance that I should have him on some other ? qualified, to instruct the same troops in charge of the batteries at the mouth of the Cape Fear.
