Clement was the grandson of Albert Turner Clement (a brother of George Washington Clement) and Evelina Carter Clement of Davie County. He graduated from Livingstone College and obtained his PhD from Northwestern University. Dr. Clement was appointed President of Atlanta University in 1937, a position he held for 30 years until his death in 1967.
